It is a mouth port on the left bank of Bugskiy Liman (estuary) in the vicinity to Russkaya Spit, 10 miles southward from Nikolaev Sea Port, 32 miles from the Black Sea. The port is navigable year-round (For information about weather conditions refer to the section Nikolaev Sea Port.) The port’s waters are protected by a dam. The berths are equipped with fender protection. Port waters include the water area between the berthing line and the protective dam. It is connected to the Bugsko-Dneprovsko-Limanskiy Channel (BDLC) via the approach channel, which is 3.14 km in length and 100 m in width. The passage draft is 10.3 m. The depth of the port’s waters is 11.5 m, and near the berths the maximum possible depth is 11.5 m. The total area of the port’s waters is 98 ha.
Hours prior to the arrival shipmasters of seagoing cargo vessels shall inform the Harbour Master of Nikolaev MSP, setting forth ETA at the port. No later than 48 hours prior to approaching the port, the Port Operator and Agent should be advised of ETA, the ship’s name, overall length, width, draft; its type and quantity of cargo.
The port regularly accommodates panamax type ships of 215-230 m in length, with their tonnage of up to 60,000t. Passage of ships in the BDLC to the port approach channel is possible only during daytime when visibility exceeds 2 miles. Ships can enter and leave the port 24 hours a day, but large-tonnage vessel traffic in the port’s approach channel is not advised when visibility is less than 2 miles. Ship traffic within port waters is regulated by State Port Control Inspection over VHF radio. Inside port waters the speed of large tonnage seagoing vessels in load should not exceed 3 knots and, when in ballast, 6 knots. Small-tonnage ships can move through the approach channel s speeds of up to 9 knots. Ships leaving the port shall give way to ships proceeding along bend No. 9 of BDLC, and to ships in the maneuverable zone or approaching such zones from bend No. 8 and No. 10 m BDLC. Ships overtaking in the port’s approach channel is forbidden.
Pilotage is compulsory for ships bound for Dnepro-Bugskiy Port. Besides a line pilot, each ship shall pick up a port pilot either at buoy No. 73 on bend No.8 of BDLC or at buoy No. 93 on bend No. 10. Exception is only made for ships commanded by shipmasters tested in State Port Соntrol Inspection, who received permission to sail unassisted in the port’s waters. The liner pilot must be ordered 8 hours prior to ship’s departure, followed up with further verification of exact time hours prior to departure; the order is addressed to the Harbour Master in written form. In stormy weather and heavy ice navigation conditions the place for pilot embarkation/disembarkation can be chosen by shipmaster’s аgreement with the pilot and the Harbour Master.
Pilotage through the port approach channel of seagoing ships of 187 m in length or more must be performed with tug assistance; the required number of tugs is fixed by the Captain on Duty of SPCI of SE NMSP. In the port mooring operations are also to be carried out with the help of port tugs. Requests for port tugs are submitted to the Operator 2 hours prior to the commencement of mooring operations. During ice period it is given to State Port Control Inspection of SE NMSP. Mooring operations are forbidden for ships in load when the wind speed is 15 m/s or more. When ships are in ballast, mooring operations are impossible under wind speed of 12 m/s or more. Setting up a tug convoy for two small-tonnage, non-self propelled ships may be carried out only southward of BDLC bend No. 9 and northward of the parallel 46°45′. When organizing a convoy, it is prohibited to block up the BDLC or port approach channel. Within port waters only one ship (barge) may be towed, and tug capacity should ensure a running speed of no less than 4 knots, provided the steering is safe. From the moment when the ice navigation announced all maneuvers and berthing operations of cargo vessels in the port must be carried out with a pilot on board.
In the outer roads (bell mouth), the temporary anchorage No. 1 at point: Latitude 46°44’37″N Longitude 31°54’21″E, is suitable for one large- tonnage sea ship up to 215 m and the draft 9.8 m. In the inner roads, there is the anchorage No. 2 at point with coordinates: Latitude 46°46’13″N, Longitude 31°56’17″E, is suitable for one large- tonnage sea ship of up to 215 m in length and 10.3 m in draft. At this anchorage short-term moorage is also permitted for large tonnage sea ships of more than 215 m in length under compulsory tug support and when wind force does not exceed 4, in order to handle and carry out mooring operations with other ships in the port.
For ships with length exceeding 215 m, anchorage in the outer or inner roads, pilotage through port’s approach channel and ship’s berthing are all carried out in compliance with Working Rules Applied to Oversized Units (OSU) and under control of the Harbour Master or his Deputy. While pending berth, ships of river – sea and river types are anchored southward of the site of bend No. 9 or northward of parallel 46°45′. In stormy weather the laying-up berth for small- tonnage ships and floating structures is determined by State Port Control Inspection. Mooring and shifting of vessels at the ports berths are carried out under the supervision of DBMSP LLC NAE stevedores. Inspectors of SPCI NMSP perform surveillance of mooring operations.
The port specialization is to handle imported bauxite for Nikolaev and Zaporozhye alumina plants. Its capacity is 5M t of bauxites and 500,000t of other cargoes.
